This course prepares legislative branch employees to recognize when and how to intervene effectively when they encounter offensive and potentially harassing conduct in the workplace. Through instructor-guided workplace scenarios, attendees apply practical bystander-intervention techniques that help prevent misconduct and support a respectful, professional workplace culture. The Congressional Accountability Act – Live Webinar
December 11, 2025

This training provides an overview of the rights afforded to covered legislative branch employees under the Congressional Accountability Act (CAA) and explains the role of the Office of Congressional Workplace Rights (OCWR) in administering the process for raising and resolving workplace rights disputes. It outlines the OCWR’s dispute-resolution procedures and the required deadlines for filing claims alleging violations of the CAA, including claims of harassment, discrimination, and retaliation. Through instructor-guided scenarios and interactive polling, participants apply their understanding of the CAA’s protections and processes. Registration is required and is available only to current employees of the U.S. legislative branch.

Bystander Intervention – In-Person
December 15, 2025

This in-person training session will be held in the West Dining Room (Room LM-621) on the sixth floor of the James Madison Memorial Building of the Library of Congress. When in the presence of potentially discriminatory or retaliatory conduct, bystanders may, for a variety of reasons, choose not to get involved; this is known as the “bystander effect.” This training module defines the concepts of the bystander effect and bystander intervention theory; helps attendees recognize the importance of intervention; proposes strategies for when and how they may safely intervene; explains the impact of bystander intervention on
positive, professional workplace culture; and applies bystander intervention techniques through instructor-guided scenarios.
