The Office of Congressional Workplace Rights (OCWR) is pleased to announce the appointment of Patrick N. Findlay as Executive Director of the OCWR. Mr. Findlay comes to the OCWR from the U.S. Department of Justice where he was the General Counsel for the National Security Division.
Among his prior roles in government, Mr. Findlay served as an Associate General Counsel of the Federal Bureau of Investigation, as Senior Counselor in the Office of Congressional and Intergovernmental Affairs at the U.S. Department of Labor, and as Investigative Counsel for the U.S. House Committee on Education
and Labor.
“I’m excited to serve as the OCWR’s Executive Director,” said Mr. Findlay. “It’s an honor to join the OCWR staff and work to advance workplace rights in the legislative branch.”
Mr. Findlay received his law degree from the University of Chicago and holds an undergraduate degree from the University of Texas at Austin.

The OCWR will be hosting a pop-up training on the Congressional Accountability Act (CAA) this quarter.
The CAA webinar will explain the role of the OCWR in administering and enforcing the CAA and review the rights and responsibilities of covered legislative branch employees under the CAA.
