The Board of Directors of the Office of Congressional Workplace Rights (OCWR) is pleased to announce the appointment of Patrick N. Findlay as the OCWR’s Executive Director. Mr. Findlay most recently served as the General Counsel of the National Security Division of the U.S. Department of Justice. He has also worked at the U.S. Department of Labor in the Office of Congressional and Intergovernmental Affairs and for the Committee on Education and Labor in the U.S. House of Representatives.

“On behalf of the OCWR Board of Directors, I am happy to welcome Mr. Findlay to the OCWR,” said Barbara Childs Wallace, Chair of the OCWR Board. “Patrick brings to the office extensive knowledge of and experience with many of the laws applied by the Congressional Accountability Act (CAA). His expertise in these critical areas will ensure that the OCWR continues to successfully advance workplace rights and protections in the legislative branch.”

The CAA was the first bill signed into law by the 104th Congress on January 23, 1995. It established the Office of Compliance, now the OCWR, to administer the provisions of the CAA. The CAA applies 14 workplace rights laws to the more than 30,000 employees of the legislative branch and prohibits barriers to access for people with disabilities.

“I am grateful to the Board for entrusting me with the responsibility of serving as OCWR’s Executive Director,” said Mr. Findlay. “I am honored and eager to work with our capable staff as we advance the important mission Congress set out for the OCWR.”

Mr. Findlay holds an undergraduate degree from the University of Texas at Austin and a law degree from the University of Chicago Law School.
